Death penalty, dumb laws, and the Maryland General Assembly

Next week the Joint Administration, Executive, Legislative Review Committee in the Maryland legislature will convene in what appears to be a meeting to regulations to reconstitute Maryland’s death penalty. As many will remember last session Gov. Martin O’Malley made a big push to outlaw the death penalty in this state and fail short. In return the state passed a law that made it harder for this penalty to be used. However that law doesn’t apply to the half-dozen inmates already condemned to death and if Senate President Mike Miller has his way we will put the state back in the killing business again real soon.

Mike Miller who supports the death penalty has asked (ordered) the leaders of the committee to take a vote on proposed rules on how lethal injections are administered in Maryland. The delay in approving these new rules have in effect placed a stay on all executions. Last week in the House of Delegates Jolene Ivey who comes from one of the most progressive districts of Prince George’s County was named to the committee. In a statement announcing the seat she promised that, “While I support repealing the death penalty, it is still the law, and regulations must be in place for it to be carried out as humanely as possible.”

So since despite the fact we know how stupid the death penalty is a few legislators have decided that since it is the law it must be enforced. So what are a few other stupid laws in Maryland that we stopped enforcing once we realized they were stupid?

In Baltimore

It is a park rule violation to be in a public park with a sleeveless shirt.

It is a violation of city code to sell chicks or ducklings to a minor within 1 week of the Easter holiday.

Though you may spit on a city roadway, spitting on city sidewalks is prohibited.
You may not curse inside the city limits.
In Rockville
Persons may not swear while on the highway.
In Maryland overall
Oral sex can not be given or received anywhere.
Thistles may not grow in one’s yard.
Does Jolene Ivey and President Mike Miller plan to use the force of the police and state authority to ensure that no one is getting oral sex tonight? The death penalty has been shown for what it is and any attempts to overturn what was clearly the intent of the General Assembly last year is wrong and a sad statement of the type of leadership we have to depend on.
